Design-Bid-Build (DBB)

Traditional method where the buyer sources companies separately for design and construction phases.

Design-Build (DB)

A single entity handles both design and construction. This reduces risks, streamlines communication, and accelerates project completion timelines.

Design-Build-Operate (DBO)

Extends the DB model by adding operations and maintenance services while the owner retains full project ownership. This model helps reduce long-term capital and maintenance costs.

Design-Build-Own-Operate (Transfer) – DBOO(T)

Under this model, a private entity designs, builds, owns, and operates the system for a contracted period. Ownership may either transfer to the public entity (DBOOT) or remain private (DBOO), depending on the agreement terms.

Water Processing Agreement (WPA)

A turnkey water treatment solution in which the provider designs, builds, and operates a system at the client’s site—often at little to no upfront cost. This model delivers water and sewer savings without the need for the client to take on ownership or operations responsibilities.
